The health IT industry had an opportunity to review and comment on the Notices of Proposed Rule Making (NRPM) from ONC and CMS covering the 2014 Edition of Certified EHR Technology (CEHRT) and Meaningful Use Stage 2. Different reactions to the NPRMs have been observed, from ‘they just need a few tweaks from the happy path put forward by the Health Information Technology Standards Committee (HITSC),’ to ‘this really is difficult to understand’ from some vendors and provider organizations. This month’s Standard Insight provides a different take on the NPRMs. The NPRMs are parallel and interrelated, as they are published by ONC and CMS to fulfill the two mandates for HITECH incentives: using certified EHR technology to demonstrate Meaningful Use. But as ONC has adhered to a two-year cycle of updates, CMS has delayed Meaningful Use Stage 2 by an additional year. Since providers are free to start their Meaningful Use cycles within a four-year band, asynchrony between CEHRT and Meaningful Use requirements is assured to increase.
