Buenos Aires Province Progresses With its Electronic Health Record Law

Historia clínica electrónica (HCE)

The Law mandating the implementation of an electronic health record system in every healthcare establishment in Buenos Aires Province, including both private and public institutions, was approved by the chamber of deputies and will now proceed to the senate.
The chamber of deputies-approved law legislates the implementation of a unique electronic health record system for every person in every healthcare establishment in Buenos Aires Province.
The objective of this initiative is to establish a health information record for every person from the first perinatal entry up until the patient’s death, in both public and private healthcare centers.
As the deputy for the Frente para la Victoria, Juan de Jesús explained, the law approved in the Chamber of Deputies (meaning that it will now be passed on to the Senate) also has the aim of improving efficiency and the use of resources.
The legislator noted that “the project endorses an electronic and digital document which will replace written documentation as long as it meets set conditions of authenticity and integrity.” He added that “for this reason proper standards for security and the protection of the data held within them must be guaranteed.” He believes that “A computerized Health Record represents a qualitative advance for the Health System of the Province of Buenos Aires, providing greater efficiency, economy and improved use of resources as well as guaranteeing each patient’s right to information.”
The approved project establishes that a unique electronic health record system for each person will be tailored to meet the following general principles: definitiveness, veracity, confidentiality, accessibility and individual ownership.
