Andrés Fernández is an official for Social Affairs in the Social Development Division of the Economic Commission for Latin America and the Caribbean (CEPAL) of the United Nations.
He works as Electronic Healthcare coordinator for the development of Computerized Society in the region as part of the European Union’s @LIS Program.
He has represented CEPAL’s positions at over 35 international seminars and congresses; working with the OPS in the creation of a regional strategy for eHealth and works with Brazil to create regional protocols for public telehealthcare policy. He was the editor of the book Salud electrónica en América Latina y el Caribe: Avances y desafíos (Electronic Healthcare in Latin America and the Caribbean: Advances and Challenges 2010); coordinated, together with Javier Carnicero (Spain), the development of the Electronic Health Manual for healthcare service and system directors (2012) and edited 14 publications aimed at promoting the exchange of Latin American experiences and highlighting public policy requirements in the field.
Trained in sociology with a post-graduate degree in the formation and evaluation of investment projects from the Universidad de Chile, he has 25 years’ professional and academic experience in management, directorial and national and international consultancy roles, most of them linked to the fields of public health and organizational development.
