On October 4th, the Executive Branch signed an agreement of technical and inter-institutional cooperation between the Ministry of Economy and Finances, the Public Health Ministry and AGESIC to develop the salud.uy healthcare program. The pro-secretary of the Presidency of the Republic, Dr. Diego Cánepa; the Minister of Public Health, Dr. Jorge Venegas; and the executive director of AGESIC, Eng. José Clastornik, were all present.
Cánepa stated that the inter-institutional coordination the agreement would achieve was an important factor and that the projects involved represent “a determination to improve central administration through Electronic Government, seeking to achieve objectives that create better equity and quality.” He noted that important technical, but also political, work had been done previously to make this possible.
With regard to the Electronic Health Record, he explained that “technology is going to create new opportunities” and that “all the reforms of the State have the objective of improving our people’s quality of life.” “The construction of equality means that we are on the right path,” he concluded.
For his part, Venegas noted that “technological progress means making progress in 3 basic elements: the electronic health record, which will be the same for everyone; imaging technology, which means that our specialists can interpret images and offer their medical opinions on them throughout the country and the region; and connectivity, for which we must go further, with more ambitious projects such as telemedicine.”
Clastornik explained that he had focused hard on the concept of working on the network as a functional base of the project that sustains it. He noted that in the implementation process it is important to establish the necessary conditions and confidence: advanced electronic signatures, security of information and security and protection of data via a law that supports all these aspects. He concluded that “the infrastructure must be available to build confidence; it is a project by everyone for everyone.”
