Rapid Assessment Tool for Critical Data Gathering

This tool is designed for rapid assessment of health and health-related institutions and evaluates their capacity to gather critical, high-quality data in the COVID-19 pandemic response.

Designed by the OPS in collaboration with several expert organizations in the region such as the Social Protection and Health Division of the Inter-American Development Bank (IDB), the Electronic Government and Information Society Agency (AGESIC) of Uruguay or the Central American Network of Informatics in Health, RECAINSA, among others, this tool was designed was designed for rapid assessment of health and health-related institutions and evaluates their capacity to gather critical, high-quality data in the pandemic response.

The tool assesses institutional commitment to the timeliness and quality of data used for decision-making at all levels. It facilitates self-assessment to redefine pandemic priorities and, identifies the capacity gap within international, national, and subnational data systems, and assesses the ability to provide reliable and constructive data.

To do this, the tool includes a series of questions organized into five categories, with institutions classified at different levels based on the timeliness of the collection and the quality of the data, ranging from 1 (Unproductive) to 4 (Exemplary).
