AGESIC Makes its Recommendations for the Implementation of the National EHR

As part of the Salud.uy program, Agesic has presented its guidelines for the implementation of the National Electronic Health Record, which will function within all the bodies that make up the National Integrated Health System.

The event took place at the Events Hall in the Executive Tower and was attended by doctors, representatives of technology companies, service providers and mutual insurers. It also featured the members of the program’s Directorial Committee José Clastornik, Elena Clavell, Jorge Forcella and Félix González, and two representatives from the Geocom consultancy; Selena Indarte and Javier Carnicero.

Salud.uy is a program directed by the Agency for Electronic and Information Government (Agesic), whose objective is to support the National Integrated Health System through the use of information and communication technologies.

In addition, it supports the Integrated Health Services Network (RISS), the National Tele-imaging System and the creation of infrastructure and mechanisms to help the different services achieve a greater degree of complementary interactive services.

“The first recommendation is that the electronic health record be seen as the main integrating element in a healthcare information system in which all the bodies are responsible for the supply of data,” said Indarte after analyzing the data gathered by the consultancy Geocom from across the country. She added that Uruguay is in optimal conditions to begin the process.

She also emphasized the need for inter-institutional cooperation, a legal framework that legitimizes and regulates the program, and a focus on information about patient treatment.

“All these aspects were essential for Sweden and Denmark to create their electronic health records,” Indarte concluded after stating that the process should be led by the Ministry of Public Health.  

In addition, Jorge Forcella, the director of the Salud.uy program, emphasized the need to support a national and international vision for the project to thus achieve its principle goal: the design of an overall policy for electronic health records.
